Braintree Selectboard Meeting

February 15, 2022, at 6:00 pm

“In accordance with the cancellation of the State of Emergency Order by Governor Scott the meeting will be held both in-person and via conference call to follow Vermont’s Open Meeting Law.  The meeting can be accessed at the scheduled time by calling 802-210-4472.”

Ms. O’Toole called the meeting to order at 6:00 pm.  A roll call was done to confirm what members and citizens were in attendance via teleconferencing.   

The Board reviewed the agenda and decided to move the Riford Brook BMF Ridgeline Access and Parking Issue under the Highway Report.   

On motion of Ms. O’Toole, seconded by Mr. Haupt, the Board approved the minutes from the Regular Selectboard Meeting on February 1, 2022, and the minutes from the Special Selectboard Meeting on February 3, 2022.   

Citizens comments are limited to 3 minutes per person with a 15-minute maximum –  


  • Highway Report –The part for the loader arrived and has been changed and all equipment is now running without issues.  The Highway Crew has been trying out excavators for possible purchase.  Mr. Pratt also informed the Selectboard that due to ongoing issues with freezing he is changing diesel fuel companies.

Riford Brook BMF Ridgeline Access and Parking Issues – Ms. Easton, as a Riford Brook Road resident but also a member of RASTA, reported that due to the parking lot for the BMF Ridgeline being full for the past several weeks there have been issues with vehicles parking in Riford Brook Road.   Additional signs may be added to the parking lot and along Riford Brook Road that will state that “No Parking is allowed in the right-of-way and vehicles will be towed.” 

Old business

  • Regional Emergency Management Committee Appointments –The Town is still awaiting information from the Town of Randolph.  A posting has been placed on the Braintree Facebook page seeking a volunteer to fill this position.  If no appointee has been found before Town Meeting, the topic will be brought to the floor. 
    • Town Meeting Prep – A preparatory meeting is scheduled for Thursday, February 24th, at 4 p.m. to do set-up and a test run of the new equipment.  There will be no Potluck again this year, but coffee will be provided.  Braintree’s Town Meeting will be a floor vote only meeting with no Australian Ballots provided.  The new Legislative Acts 77, 78 and 79 state that if a Town Meeting is a floor vote only then no citizens observing the meeting can participate in conversations or vote.  The OSSD budget and board voting will be done on Tuesday, March 1st, at the Town Office via Australian Ballot. 
    • Update on progress of the 2021 Town Report –The volunteers have picked up the 2021 Town Reports and should have their specific route delivered by the end of Wednesday or Thursday.
    • DEC Wastewater and Potable Water Systems – RE:  Peth Road Outhouse.  After additional research was completed, it was discovered that this subject would fall under the State of Vermont’s Waterway Set-back Regulations and the Town of Braintree’s Zoning Bylaws.  The Zoning Administrator will be notified of the issue.

New business

  • Stockwell Application for Certificate of Approved Location of a Salvage Yard

The site has been viewed and regulated by State of Vermont. 

On motion of Mr. Bent, seconded by Mr. McMeekin, the Board unanimously approved the Stockwell Application for Certificate of Approved Location of a Salvage Yard.

Payment orders – The Selectboard reviewed the Payment Orders.

On motion of Mr. Bent, seconded by Mr. Haupt, the Board unanimously approved the payment orders.


On motion of Ms. O’Toole, seconded by Mr. McMeekin, the Board unanimously adjourned the meeting at 6:44 p.m.
