Ms. O’Toole chaired the meeting and called it to order at 6:00 pm.  A roll call was done to confirm what members and citizens were in attendance via teleconferencing.

The Board reviewed the agenda and added under New Business the review and signing of the MRGP Annual Report form and under Old Business the Municipal Highway Grant-Structures Grant.

Citizens comments limited to 3 minutes per person with a 15-minute maximum – No citizens comments.

Reports

  • Highway Report – The Highway Crew, when weather conditions permit, continues to work on the roads to get them back into their normal condition.  Many of the roads are in good condition but other roads still need a lot of work.
  • Work Remaining on Paddock’s Gravel Pit – The Highway Crew have been preparing the site for the gravel extraction work to be down later this spring by cutting down trees and other necessary work.  Mr. Pratt is researching the most cost affective way to extract the gravel for crushing into sand.
  • FEMA Updates
  • Thayer Brook Road Head Wall RFP – Ms. Russell and Mr. Pratt will continue to work with FEMA on this project, specifically to get the Hydrology study completed.  The Selectboard will also apply for a Municipal Highway Structures Grant for possible use on this project.  Mr. Burson will create an RFP and complete the grant application before the next Selectboard Meeting.  

On motion of Ms. O’Toole, seconded by Mr. Burson, the Board unanimously approved the Town applying for the Municipal Highway Structures for $200,000 Bridge Replacement Grant.

  • December 18- & 19- Rain and Mud Damage Project – No updates at this time.
  • Tri-Valley Transit Representative – Mr. Kendall pointed out that the Towns of the Tr-Valley Transit (TVT) system continued support and contributions helps draw done the federal funds.  All rides for TVT customers are free.  The TVT Ridership is still recovering from COVID but the dial a drive (which are the volunteers who drive their own vehicles) was up to almost 40,000 riders last year.  Mr. Kendall highly recommends that anyone who has the time should volunteer to drive at least a couple hours a month.  There is still no new site/location for a new Randolph facility and as Orange County had a new facility built in Bradford, it may be that Addison County gets their new facility before Randolph/Orange County.

Old business

  •  Hazard Mitigation Planning Grant – The Selectboard reviewed the grant application paperwork.  Ms. O’Toole will complete an RFP once the grant has been officially awarded.

On motion of Ms. O’Toole, seconded by Mr. Burson, the Board unanimously approved the signing the of the VT Department of Public Safety grant agreement to update the Town’s Local Hazard Mitigation Plan.  

  • Certificate of Compliance & Annual Financial Plan – Town Highways – These are annual documents that the State of Vermont requires in order for the Town to apply for any VTRANS Grants.

On motion of Ms. O’Toole, seconded by Mr. Bent, the Board unanimously approved the signing the of the Certificate of Compliance & Town Highway Annual Financial Plan. 

  •  ARPA Funding for Digitizing – Ms. Brassard recommends the purchasing of the new copier now so new land records coming in can be scanned as they come in and then later go back and scan the older land records.  She would like to purchase a colored copier instead of just black and white as there is not much difference in the cost.  

On motion of Ms. O’Toole, seconded by Mr. Bent, the Board unanimously approved the purchase of a colored copier from Magee for $35,046.

New business – There was no new business.

  •  Green Up Day Preparation – Jackson Evans has once again agreed to coordinate the Town’s Green Up Day.  After a review of last year’s expenses, it was decided to continue the same provided services.  

On motion of Ms. O’Toole, seconded by Mr. Burson, the Board unanimously approved the ordering of a dumpster and KNS Tire for removal of tires.

  •  Certificate of Mileage – 

On motion of Ms. O’Toole, seconded by Mr. Helmuth, the Board unanimously approved Certificate of Mileage with the changes made to Duclos Road.

  •  Letter of Request for Vermont Gran Fondo Cycling Event – The Selectboard reviewed         the provided materials and as the route through Braintree is only on State Highway Route 12A the Selectboard has no jurisdiction to give consent of the route.  Ms. Russell will notify the event organizer.   
  • Anthony & Katie Vinton Application for Access – The Selectboard discussed this application of access of Anthony and Katie Vinton on Lemery Road.

On motion of Mr. Bent, seconded by Ms. O’Toole, the Board unanimously approved Anthony & Katie Vinton’s Application for Access on Lemery Road.

  • Municipal Road General Permit form –

On motion of O’Toole, seconded by Mr. Bent, the Board unanimously approved the Municipal Road General Permit form.

Payment Orders – 

On motion of Mr. Bent, seconded by Ms. O’Toole, the Board unanimously approved the payment orders.

Payroll Warrant –   The Selectboard reviewed the Payroll Warrants for the February 25, 2024 – March 9, 2024, payroll period with Pay Date on March 14, 2024.   

On motion of Mr. Burson, seconded by Mr. Bent, the Board approved the Payroll Warrant for the February 25, 2024 – March 9, 2024, payroll with pay date of March 14, 2024.

Adjournment

On motion of Ms. O’Toole, seconded by Mr. Bent, the Board unanimously adjourned the meeting at 6:50 p.m.
